He also turned the "Ciclovia", the city's regular Sunday bike ride on closed streets, from a 13-kilometre trek involving 150,000 cyclists and walkers through mostly affluent areas, into a city-wide, 91-kilometre event that attracts 1.5 million people of all income levels, every Sunday and holiday.
